Utah Board of Higher Education GRAMA Request Form

Please review the following information before completing the GRAMA Request Form.

The Government Records Access and Management Act (“GRAMA”), Utah Code 63G-2-101 et seq., is Utah’s open records law. Through GRAMA, the public may request access to certain records maintained by the Utah Board of Higher Education.

GRAMA requires a person making a request for a record to provide a written request containing the requester’s name, mailing address, email address (if available), daytime phone number, and a description that identifies the record with reasonable specificity. The more specific the request, the easier it will be for the Office of the Commissioner of Higher Education to respond to the request. 

Fee Waiver Request

Under GRAMA, certain individuals may obtain a fee waiver if: 1) releasing the record primarily benefits the public, not the requestor; 2) the requestor is a member of the media; 3) the requestor is the subject or duly authorized representative of the record; or 4) the requestor’s legal rights are directly implicated by the information of the record and the requestor is impecunious. Requesters can select this option in their submission.

Expedited Request

Pursuant to Utah Code 63G-2-204, certain individuals may obtain an expedited records request. The requestor must demonstrate that the “expedited response to the record request benefits the public rather than the person.” Requesters can select this option in their submission.
