The Utah System of Higher Education is poised to sustain positive momentum and meaningful changes following the 2026 Legislative Session.
Early in the session, Governor Spencer J. Cox, Senate President Stuart Adams, and House Speaker Mike Schultz, alongside the Utah Board of Higher Education and institutional presidents, signed a joint resolution committing to keeping the Utah System of Higher Education student-centered, affordable, accessible, and outcome-focused.
The resolution served as a framework throughout the session, with the theme of System excellence reflected in many of the bills enacted in this year’s General Session. HB 352 advances System integration and collaboration; SB 240 strengthens and clarifies trustee and institutional governance; HB 373 establishes an innovative pilot program to support academic research; and SB 152 aims to improve coordination between secondary and postsecondary education to expand students’ access to postsecondary opportunities during and after high school.
Lawmakers approved more than $86 million in new ongoing funding for the Utah System of Higher Education, including investments in compensation, performance funding, technical college capacity, and Talent Ready Utah initiatives. The session also included substantial one-time funding for research, outcome-based grant programs, and computing capacity to support higher education’s use of artificial intelligence.

Throughout the session, many USHE degree-granting institutions hosted events at the Capitol, providing campus leaders, students, and faculty the opportunity to meet with lawmakers and highlight unique programs, student success, and research impacts. To further highlight research in Utah, the University of Utah and Utah State University hosted Research on Capitol Hill, where students showcased work spanning medicine, engineering, social sciences, and environmental studies.
Utah Board of Higher Education student representative Garrett Largent partnered with Representative Karen Peterson to host Student Leaders Day on the Hill this session. This event brought together student body presidents from USHE degree-granting institutions and student leaders from the System’s technical colleges to attend a Higher Education Appropriations Subcommittee meeting. Lawmakers in both chambers recognized the students during floor time. This event was a valuable opportunity for USHE student leaders to engage in the legislative process and connect with state leaders.



In addition to these events, the Board of Higher Education and the Commissioner’s office hosted Utah System of Higher Education Day on the Hill, bringing together lawmakers, higher ed leaders, and industry partners to reinforce the important connection between higher education and the state’s workforce and economy.
The 2026 General Legislative Session was a strong year for higher education in Utah. Lawmakers approved significant investments to support both systemwide priorities and institutional initiatives across the state. These investments strengthen the System’s ability to expand opportunity for students, meet workforce needs, and continue contributing to Utah’s long-term economic growth.
