The Utah Board of Higher Education released the following statement following the approval of amendments to Board Policy R853, Transition and Retirement Provisions for Chief Executive Officers, within the Utah System of Higher Education at its meting on Nov. 21, 2024. These changes, effective immediately, aim to enhance clarity, strengthen accountability and provide greater support for institutional leadership transitions.
The revised policy emphasizes a balanced approach to leadership transitions while maintaining institutional stability and ensuring that ethical and professional standards are upheld.
The Utah Board of Higher Education issued the following statement regarding the policy updates:
“The Utah Board of Higher Education approved updates today to Board Policy R853, Transition and Retirement Provisions for Chief Executive Officers, to ensure the executive leaders within the Utah System of Higher Education meet the highest standards of service while maintaining fair and transparent processes for transitions. The amendments clarify that reorientation leave and post-retirement benefits are privileges extended to presidents who serve with distinction. These changes also enhance the Board’s ability to address emerging challenges effectively and position our institutions for long-term success.”
Key Changes to Policy R853:
- Expanded Eligibility for Transition and Retirement Benefits:
The new provisions clarify that reorientation leave and post-retirement benefits are contingent upon the resolution of credible allegations of misconduct. - Reorientation Leave Adjustments:
Chief Executive Officers transitioning to faculty or other professional roles may receive up to one year of reorientation leave, subject to performance evaluations and compliance with policy terms. Retroactive leave may be granted if misconduct allegations are resolved without a finding of serious misconduct. - Post-Retirement Privileges:
Retired executives may access privileges such as office space, secretarial assistance, parking and library access, contingent upon resolving outstanding claims of serious misconduct. - Salary and Compensation Adjustments:
The Board retains the authority to modify salary arrangements and contract terms to ensure equitable and efficient transitions.
The Board will continue to evaluate the effectiveness of the policy to ensure alignment with USHE’s strategic priorities.
