Utah Board of Higher Education expands strategic reinvestment to technical colleges

Building on strategic reinvestment work stemming from the 2025 General Legislative Session for degree-granting institutions through HB 265, the Utah Board of Higher Education has adopted a year-one guidance framework to extend strategic reinvestment to technical colleges, aligning programs with workforce demand while recognizing their unique mission and structure. These reinvestments into high-demand, high-wage programs will continue to be implemented over multiple years, with institutions providing updates to the Board as part of an ongoing review process.

The 2026–27 academic year will mark the first year of strategic reinvestment implementation for technical colleges and the second year of implementation for USHE degree-granting institutions.

“Seeing the success of our Utah degree-granting colleges and universities to invest more dollars in the programs that offer the greatest value to our students and our state, the Board has expanded this framework to include our technical colleges,” said Jon Cox, Utah Board of Higher Education vice chair. “The Utah System of Higher Education is investing in programs that are growing, serving more students and meeting the needs of Utah’s economy. Strategic reinvestment is about making sure every dollar is working as hard as possible for individual students and the state. We are fortunate to have technical colleges that are such good stewards of these limited resources.”

Institutions are using data on enrollment, completion, workforce demand and program outcomes to guide reinvestment decisions, ensuring resources align with programs that lead to strong employment outcomes and long-term value for students. This includes expanding programs and increasing capacity in high-demand fields, such as healthcare, engineering and artificial intelligence, along with initiatives that improve student success, timely completion and career readiness. Reinvestment decisions are informed through ongoing engagement with institutional leadership, faculty, students, employers, industry partners and stakeholders to ensure programs align with student demand, workforce needs and Utah’s economic priorities.
