Responsibilities of the Board of Higher Education, Board of Trustees, and President

The Utah Board of Higher Education, institutional boards of trustees, and presidents have specific and comprehensive responsibilities as provided by Utah code and Board of Higher Education policy.

Board of Higher Education’s Strategic Plan 2024-27

The Board of Higher Education’s strategic plan aligns with the Board’s vision to become a global leader in higher education and research. It emphasizes the importance of collaboration between higher education institutions, industry partners, and state agencies. By fostering these partnerships, the Board aims to ensure that Utah’s higher education system is not only responsive to the current needs of students and the workforce but also proactive in addressing future challenges. 

Institutional boards of trustees are required to approve a strategic plan for the institution that aligns with state attainment goals, workforce needs, Utah Board of Higher Education goals and metrics, and the institution’s role, mission, and distinctiveness.

Institutional Roles and Service Regions

Utah code and Board of Higher Education policy outlines technical college, community college, regional university, and research university roles, specifying which role(s) each institution holds, and the geographic service regions within which institutions may provide services.

Program Approval and Review

Board of Higher Education policies outline the approval process for new certificates and degrees and highlight the criteria trustees must consider when determining whether to approve a new program. These policies also cover cyclical program reviews.

Capital Facilities and Budget Processes

The Board of Higher Education is required by statute to recommend a combined appropriation for the operating budgets of higher education institutions. Elements of the budget, including performance funding, are governed by Utah code and Board policy.

Statute also requires the Board to develop a strategic capital facility plan and prioritization process. This process is outlined in Board policy.

By statute, the Board of Higher Education is required to set tuition and may fix the tuition, fees, and charges for each institution. Board policy outlines tuition and fee guidance, including the role of trustees and relevant deadlines.
